I haven't tried reinstalling C++ yet, I'll give that a shot but I just want to share the file with you so you can see what's happening.

@ImNotMentaL Oh yeah, last thing, the menu where you can choose decals is labled as "NULL" and the decals are labled NULL 1, NULL 2, etc
Also, I tried reinstalling Visual C++ Redistributable Packages x64 and that did not fix it.
@ImNotMentaL the rpf file is in
C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\x64\dlcpacks\bussim\dlc.rpf
I also put <Item>dlcpacks:/bussim/</Item> in the dclist.xml file, as the instructions say.
And I have not installed any bus models.
