@CorpseGrinder Thanks for the feedback! Yes but as it turns out, not by default. We have to find the name corresponding to the basement of Franklin's house radio in Vinewood inside "Reference - Static emitters not in use by default.txt" and add it to the file "THR_Enabled_Static_Emitters_.txt"
There are 370 names to test out.
The name is in there somewhere because if you take all 746 names from "Reference - All static emitters.txt" and put them inside "THR_Enabled_Static_Emitters_.txt" the radio in Franklin's house in Vinewood works.
This is still a little bit of a research project. I don't think there is extensive documentation done in this area or shared research. If you want to you can add all names to "THR_Enabled_Static_Emitters.txt" and test it out around the map.
Update: I tested all the names included in "Reference - Static emitters not in use by default" for the basement in Franklin's house in Vinewood and found one that works. This should work: Add a row to the text file ("THR_Enabled_Static_Emitters.txt") in the same format as before (no spaces) with this content:

Jackson92 is a great dev. I will ask him if he's interested in making one since he already has the code.
He's using pretty much the same natives as mine does so it's no big difference in functionality apart from different game environments.
@theapproximtegray FiveM? There is a kid friendly mod for FiveM including muting. Go donate to him. It's easy to remove what you don't need from the code or simply change the config. He's got a discord too. Maybe he's accepting requests. https://github.com/92jackson/fivem-kid-friendly-mod
If settings are removed from the configuration in use, the mod will load default ones.
Option for outside of missions: Modify and/or use the configuration file "FFFR Violence v2, No extra features & No bikini peds.ini" from the FFFR folder. Note that there's no testing/support for running FFFR while doing missions. I would turn off the mod while doing missions.
@ChuckRaging Version 1.1 seems to work (somewhat) with older game builds. I still hear some screaming. Some natives are not allowed to run I guess from the client. For example with version build 2944 you'll get "Unable to load error" ("this ASI plugin does not claim to support game build 2944").
Inside server.cfg: You need to change sv_enforceGameBuild to a lower game build version or remove the line.
Don't forget to add sv_scriptHookAllowed 1
I might look into creating a server side mod.

Option 2: If nudity isn't a big deal and you can avoid it by for example not go to the strip club, instead of using FFFR, use https://www.gta5-mods.com/scripts/muted-speech-and-pain instead. Also some textures can be removed with: https://www.gta5-mods.com/misc/neutralized-adult-textures and the strip club can be blocked with https://www.gta5-mods.com/misc/no-more-strip-club
