take the folder that you will find inside the .rar file and throw it in your vrp, and don't forget to start with the name of the folder.

run OpenIV
drag and drop the folder valentines in the following path mods\update\x64\dlcpacks
go to mods\update\update.rpf\common\data open dlclist.xml and add the line dlcpacks:/valentines/

This caused game crash for me.
@ShaoyeBen I apologize initially, but fivem has been showing some instabilities since yesterday, several people complaining about a crash, could it be that it was because of fivem?

@LadyDarkness cool thanks. yeah i was thinking similar to what you have here except replace all the hearts etc with more bears, big, small, medium sizes etc. you are the expert so you know best. good work and thanks for sharing this one.
my game also blocks in SP, then I convert five m into sp and it doesn't load the map but the game loads
