Install:
Copy clouds.xml to update.rpf/common/data
Copy v clouds.rpf from x64b.rpf/levels/gta5/cloudhats
To update.rpf/x64/levels/gta5/cloudhats
Create the folder if not there, or just install to x64b

This was part of my cloud project that adds 50 new cloudhats trying to see how far I can push the cloud system. That has been put on hold so I just thought to release what I had finished.
@InfiniteQuestion Not sure if this was possible but maybe if you could do a few animated shooting stars here and there.
@Starfox1993 No that won't be possible... Wait a second, I have rolling clouds I was testing out but didn't work because it looked like you were inside a giant tube.... But if I added stars to the rolling clouds.... That just might look like a shooting star.... Great suggestion, will have to try.
