This fix allows you to kill civilians silently without causing police attention unless witnessed. This includes stealth kills and using guns with suppressors. This also disables the ability for animals to call the police.

I don't know why but my game doesn't start and keeps saying "corrupted game data" after replacing the two files. So I had to reinstall the game. And also, my game isn't a cracked version.
