Please note I'm not the best at modding, this Victorian Police BMW 1200 Repaint is a not a 100% copy of the vehicle in service,
however it is in my opinion realististic example,
It uses ELS lights and the file to operate lights is included, it is installed here,
Grand Theft Auto V\ELS\pack_default
Also the vanilla Highway Patrol Ped provided by me is not an exact replica, but again I feel it is better than the vanilla highway patrol,
I was not able to find one out there so I made my own, not perfect
In OpenIV, locate your Grand Theft Auto V location, and turn on edit mode on in the top right tab
1. Install My reworked Highway Patrol Cop to here,
Grand Theft Auto V\mods\update\x64\dlcpacks\patchday3ng\dlc.rpf\x64\models\cdimages\patchday3ng.rpf\

I would reccomend using this helmet much better than vanilla one, install as per Blobby's instructions

4. Install all policeb files from download to here
Grand Theft Auto V\mods\update\x64\dlcpacks\patchday1ng\dlc.rpf\x64\levels\gta5\vehicles.rpf
5. Copy the policeb.ytd from my download over write original
6. Please note:: I had to install this bike to a custom pack such as Albo's to get ELS working,
