@dimedius 1. Most of those areas have their own group in the popcycle which tells the game where to spawn the groupings from popgroups (eg. poor/mid/lowrider etc), the gangs/lowriders just being a possible spawn in that area with a lower chance than things from the poor/mid section in popgroups
2. I'm honestly not too sure, I THINK the freeway zones in popcycle just apply to on the actual freeway but the npcs may be able to exit in town... not too sure on that one.
