First you need ScriptHook and ScriptHook.net (They're two different hooks). Then you would have needed to research this dude on the internet to find there is a missing ASI from this download that can be found here: http://www.mediafire.com/file/dpqoiycet85jola/LipMovement.asi
Additionally the ASI will only work when you double tap "O" fast in game. There doesn't appear to be a way to maintain talking during animations so there is still a challenge. Good Luck!

@Saberninja710 I have it in the Grand Theft Auto 5 folder similar to the way other mods install. I also found Scene Director has this built in. https://www.gta5-mods.com/scripts/scene-director
The Scene Director takes a minute to grasp, but when you setup a scene the J button can be used in that mod to move the players mouth as well.
