Yes of course I was going to release a mod for the new GTA 5 but there was a problem with the peddamge file and I left it until a good tool comes out, preferably an updated openiv.
Also about the structure of the files yes it is the same but they are different versions.

And yes, to get the file (bloodfx.dat) from the mod if there is an OIV installer, you just need to unpack the OIV file via 7z.

In short, go to openiV and follow the path (update\update.rpf\common\data\effects) not in the mods folder, then copy the file (bloodfx.dat) from there to any convenient place for you, you will also need the same file only from the mod itself, open these two files through a program like (notepad++) and you need to transfer in pieces all the data from the file from the mod to the original file from the game that you took along the path (update\update.rpf\common\data\effects)
