Now that I've downloaded it, I must say the mod looks pretty cool! However, some of the pictures look compressed or stretched. Those might need to be fixed. Otherwise, an excellent work for your first mod! I'll be looking forward to more anime billboards in the future!
I don't know if I'm interpreting things correctly or not, but am I supposed to be able to drive the vehicle while on the gun? Do I need to press anything before I am able to drive? I hold the 'F' key to get on the gun and all I can do is just shoot at people. I can't move the vehicle without switching back to the driver's seat.

Sorry for the late reply, but I figured it out. I was using a ScriptHook V NET that didn't work (maybe because it was outdated).
This mod along with the Oregairu car texture is going to look fantastic. I'll be downloading it when I get home. :)

Would it be possible to make the zombies, clowns, etc., attack random people also rather than just myself? That'd be pretty awesome.

Standalone version doesn't work anymore. I can't even open the radio menu on foot.
I changed the line to "drs_radio_station_index = 18" (for Self Radio) and it doesn't work. Yes, I have GTALua installed.
