This mod may be useless for online playing but as someone else said a few months ago, it works great for a LAN envoirment.
I will copy-paste @Calcio01 comment on how to setup a lan server (it's super easy btw)
How to play LAN,
1-Enable GTAServer.exe for the PC used for the host, in the Server folder (already in the download file)
2-You will see the Command, and press enter, wait until the server is ready, (don't close the GTAServer.exe while you play).
(IF YOU KNOW YOUR PC LOCAL IP , SKIP TO STEP 6, ELSE READ BELOW)
3-after that you have to open(Windows + R) and write CMD.
4-Write "ipconfig"
5-You see Windows Ip Configurator, look down and search "IPv4 Address". well that is your Ip, copy and give the IP to your friend. and start the game.
6-After in game, you and your friends can open F9, and paste your IP on "Connect IP". just leave Port default "4499", Connection Successful! and Lets play!
framerate wasnt that bad, i think it was like 20 fps or so lol my monitor resolution is 1920x1080 but i had to use the 800x600 .dll and set the game in that resolution for it to work.
i didnt notice any bug(besides the already known bugs) and that the 2nd player spawned really far away the first time i toggled the mod, had to restart it , then he spawned near player 1 and it worked.
to be honest with you, this part of the installation guide wasnt too clear :
" search¡°f620¡±,And then search again¡°<dashboardType>¡±Change "VDT_SUPERGT" to "VDT_BANSHEE". "
there are a lot of lines that says f620. i changed that line and i got the radio indicator and the RPM needle in switched places lol ( the rpm needle in the LED screen)
We have mods for everything here in gta5-mods... real cars, maps , weapons, character models and more.. anything you want.. but a mod that lets you play a last gen game like GTAV with a friend IN THE SAME COMPUTER , like an old "couch co-op" style ? That's huge in my book.
That is why i think this is the best and most game-changing mod for GTA V.

Amazing work!! today is a great day in GTAV modding
i tried it on my PC , which specs are lower than yours.
i5 3570k 3.4ghz , 8 gb DDR3 ram, GTX 750ti 2gb vram. no SSD.

what did i mess on my installation?
i have the RPM red needle on my LED screen and "radio" behind the wheel (where the rpm and speed indicators should be)
