Installation instructions:
1. create a new folder called seth95daily in dlcpacks\mods>update>x64>dlcpacks
2. drop dlc.rpf from seth95daily file inside
3. edit dlclist.xml (mods>update>update.rpf>common>data>) and add this line
dlcpacks:/seth95daily/
4. export dlclist.xml back into game and enjoy

could be better but the wheels and a couple other things need to be done. other then that its a good mod.
Would be nicer if you did actual US plates...but better than EU plate. When can you add an working GTA V plate? It's the only good '95 Mustang.
