Recommendations:
Make this map with Codewalker so you can add proper scenarios that are native to the game so the people inside actually can walk around and do whatever you like instead of just standing still like complete idiots, you can also learn to script the teleporter if that's an issue. Assuming you don't add a script- this mod would be completely native to GTA in a dlcpack, but you just wouldn't have the teleporter so as I said just make a script.
