a question before trying
in settings, did you change anything other than PedVarietyMultiplier value and VehicleVarietyMultiplier or just these two are changed ?

Using a gameconfig with 5x the peds and traffic. I'm going to set that back to the default and give this mod a try.

This doesn't work. The moment the game starts the file is reverted back to 1 for three values you changed.
