This is a face texture of a famous Australian TV show Hitman. Named Ray Shoesmith.
If you have not watched the show it is amazing and I suggest watching it - Mr Inbetween.

instructions- You will need openIV for this. - https://www.gta5-mods.com/tools/openiv
First :
goto GTA V > Mods > x64v.rpf > Models > Cdimages > streamedpeds_players.rpf > Player_two
Then look for the head texture : head_diff_000_c_whi
Click edit mode and then click the head texture. click replace then search for your modded texture then apply it. Press save then launch game
