Ok i was still getting the fatal error after updating. My issue was resolved by opening asi manager in openiv and uninstalling them reinstalling all plugins. I then downloaded scripthook and the dotnet and placed the files in the gta root directory. After the i started the game through my Amd raptor gaming console and it is now currently running with scripthook with no issue so far. Hopefully this may help someone else who was having same issue.
