And no, this doesn't have a template because it doesn't need one. It's already how it's supposed to be.
Installation instructions in the readme.
Thundersmacker made the original car for IV, it was converted by the IVPack team and then modified by me.

@Lundy Nice work. I'm especially happy to see this car in GTA 5, mostly because of how much it resembles a 94' Caprice, or a '96 Impala. Wouldn't mind some more vanilla police cars. Perhaps one that hasn't been done before. A police Declasse Tornado would actually be kinda cool. Nobody has done one, or at least from what I know of.

@Lundy the windows actually don't break. So I just copied your cop one and changed the textures...
@Lundy well that didn't work as the textures get messed up. I tried fixing your windows in ZMOD but the sirens and the small windows behind the rear door windows never break regardless... Weird...
