This script uses Trainer V's weapon save feature to load a specific weapon loadout upon starting the game/pressing a hotkey. This allows for DLC weapons/attachments/camos to be persisted over multiple sessions.
For now, only 36 weapons are persisted (there are 70 something weapons in all) so be mindful of what you're saving.
The script will only load the weapons automatically when the game is opened for the first time. That means when you are already in a session and load a saved game, the weapons will not automatically be loaded. To supplement this problem, I've added a hotkey button to load all of the weapons.

Drag and drop TrainerV.asi and TrainerV.ini into the main GTA V directory.
The optional TrainerV.ini file removes all of the hotkeys that TrainerV sets in place, such as spawning cars, teleporting, airbreak, etc. If you just want to use TrainerV for the sole purpose of weapon saving/loading, use the optional .ini file.
Drag and drop StartupWeapons.dll into your GTA 5 Scripts folder.

To make sure the loadout is saved, check and see if a file "Weapons1.ini" was created in the main GTA directory. This is the file the script will reference to load our weapons.

I also plan to incorporate different loadouts for Michael, Franklin, and Trevor. I would like to be able to load the loadouts automatically after each save/character switch, but I don't know if that will be possible. Making multiple loadouts is, however, even if I have to make a script for each character.

@dev614 Hey man, this is EXACTLY the kind of mod I am waiting for, I haven't downloaded and used it yet as it doesn't offer everything I want yet, but you have mentioned in the list of features already the things I am looking for. I understand modders have lives and are not just sitting in front of their computers at all hours of the day working away on mods, but if you have the chance I would love to see all 70 weapons, persistence on game save loads, and different loadouts for all three characters. That would make this a dream mod for me. I hope you are able to implement these features soon!
does this work for mk2 weapons such as assault rifle and the handgun? or the smg ?
