For The GTAV MiG-23
Here https://www.gta5-mods.com/vehicles/mig-23m-flogger
Once installed with their instructions, open the dlc.rpf with OpenIV. BTW, I had move the liveries in mig231.ytd into mig23.ytd to add 4 liveries to mig231.ytd.
Follow this path to the file to overwrite:
...\Program Files\GTAV\mods\update\x64\dlcpacks\mig23\dlc.rpf\x64\levels\gta5\vehicles\vehicles.rpf\
If you wish to retain the original livery, while in OpenIV, extract the files mig23.ytd and mig231.ytd. I typically extract the original .ytd to the same folder as the dlc.rpf and rename it to origmig23.ytd.
When ready to overwrite with the mig23 livery, toggle "Edit mode", top right button, and drag mig23.ytd and mig231.ytd from the extracted zip file and drop here:
...GTAV\mods\update\x64\dlcpacks\mig23\dlc.rpf\x64\levels\gta5\vehicles\vehicles.rpf\mig23.ytd and .../mig231
Just to confirm the livery, I'd click on the mig23.yft file to open the OpenIV Model Viewer to see what the model will look like with the new livery.
Once satisfied, close the model viewer and run GTAV and spawn mig23 with the trainer of your choice.

@valentin20320142 I might be able to do something with that, @SkylineGTRFreak 's models usually allow additional liveries pretty easily. Any particular paint scheme? I lean towards anything besides the dull gray everything seems to be these days.
@Gillman I'd settle for an Iranian or Egyptian air force livery
It would be nice if it also brought helicopter liveries.

@valentin20320142 Just added liveries for Egypt (Brown/Tan Grays), Iran and North Korea for the MiG 29.
Added paint for Sudan.
