Description:
This mod will prevent Online vehicles from despawning immediately.
I do not recommend this mod over something that does proper memory patching which will survive through some game updates like this:

However, if you're like me and don't want to install a mod like that, you can use this one liner script that essentially does the same thing.
This script will need to be updated every single time there is an update otherwise you might run the risk of breaking your game. I will try my best to keep it updated.
Requirements:
ScriptHookVDotNet (Version: 3)
Get it at: https://github.com/crosire/scripthookvdotnet/releases
Make sure you have the ScriptHookVDotNet3.dll in your main GTAV folder
Installation:
Drop EnableOnlineVehicles.dll script into your scripts folder

@Ilikeeditingpolice01 Yes this mod stops them from despawning. As for a mod like that it would definitely need to be a bit more planned out.

Does this despawn prevention only apply for online vehicles? And does the rest of traffic vehicles will despawn as usual?
@systematic Make it work for all types of vehicles, from npc vehicles, npc cop vehicles, dead peds, all of them stay persistent and the game never removes them

@Rebellion9998 @Ilikeeditingpolice01 That's an entirely different mod on it's own. But I might make that mod in the near future. This is just to bypass Rockstar's scripts that detect if DLC vehicles have been spawned and deletes them to prevent SP players from using them.
@DragexFTW Maybe, don't use a modded one.
@systematic I do want a mod that prevents corpse (dead peds), npc traffic, npc police vehicles (non player owned ones, idk those spawn in pursuits, LSPDFR chases, etc). I just want to have as many vehicles on the map or have as many dead peds on the map but the game engine screwes me over and deletes some of the peds (and yes you can place the peds yourself with a mod, but i'd like to fill the streets by killing peds and also not have to spawn them one by one by a mod)

Removed version checking. I don't know if this method still works so give it a try, if not then it will take a bit of effort to re-discover what changed and I don't have the time right now :(
@Ilikeeditingpolice01 What you're looking for (corpses and cars) already exists. Get the 'Coroner' mod and use 'Enhanced Native Trainer's; Angry Drivers Mode.' For the Coroner mod .ini select the option where the coroner shows up only when the cops are present to see bodies or the coroner spawns will be a PIA. On ENT, select only 'angry drivers' otherwise planes will be trying to 'kamikaze' you. Only caveat is; peds and cops that show up because of ENT will despawn shortly after you smoke them. Cop corpses, random peds that get killed and wrecked vehicles will stay until you clean them up. The coroner's will take bodies away as well. You can get both mods here at 5Mods.
